In 2008, the body of 28-year-old Norman Watermeyer was discovered after he had been missing for several days. When one dogged detective was assigned to the case, he realized he had seen this MO before, and he knew the perpetrator well.
Andries Tommy Williams (born 1970), known as The City Serial Killer, is a South African serial killer who, between 1987 and 2008, strangled to death three acquaintances, two of them children.
In a span of 21 years, he strangled three people. Thanks to the efforts of Detective Fernando Luis, enough evidence was gathered for his arrest and subsequent imprisonment.
